As a lawyer with one of the largest international law firms in the world more than 20 years ago, Mr. Donner gained experience on the defense side of product liability/mass tort cases, representing Bridgestone/Firestone in the Ford Explorer “rollover” litigation. Representing the plaintiffs in that litigation was one of the nation’s most effective and feared plaintiffs’ trial lawyers. Mr. Donner would later work for this trial lawyer at his prestigious firm—on the plaintiffs’ side of product liability litigation—for nearly seven years.

After opening Donner Law Firm in 2007, at the age of 32, Mr. Donner, along with co-counsel, represented a female federal prisoner who was repeatedly raped by four male prison guards in the Miami federal prison. We sued the United States Government in a Federal Tort Claims Act case. After surviving the government’s motion for summary judgment, we tried the case. After a two-week bench trial, the judge found that we had proven the factual allegations.

A former Senior Assistant City Attorney for the City of Miami Beach—where he was the City’s code enforcement prosecutor—Mr. Donner is well versed in local government code enforcement law. As a private sector lawyer, he has represented clients in administrative proceedings against municipalities alleging code violations.

Mr. Donner worked for two large corporate law firms for a total of nearly seven years. In that arena, he gained invaluable experience representing large corporations and local governments in complex environmental permitting and contamination litigation. He was a member of trial teams that tried several complex environmental law matters to a final decision in front of Administrative Law Judges (ALJ). These trials, which were truly “bet-the-company” litigation for Mr. Donner’s clients, involved multiple parties, dozens of expert witnesses, and lasted between four and eight weeks each. The ALJs’ recommended orders that were the result of these trials were hundreds of pages long.

Both in private practice and while serving as a Senior Assistant City Attorney for the City of Miami Beach, Mr. Donner has counseled clients in the areas of Florida’s “Government in the Sunshine” public records law and related matters concerning the people’s constitutional rights, private property rights, privacy rights, and the limitations on government power at all levels.

Since his undergraduate days, Mr. Donner has had a strong interest in constitutional, government, and administrative law. He has been studying the field for more than 32 years.
