Attorney Jeffrey T. Donner has many years of experience representing people, corporations, and local governments in environmental, government, and administrative law matters. He served as Senior Assistant City Attorney for the City of Miami Beach, where he was the City’s code enforcement prosecutor. Mr. Donner is well-versed in all aspects of government and administrative law, with an emphasis on complex environmental law matters.

Mr. Donner has been a member of trial teams representing phosphate mining and agricultural companies seeking permits to mine and reclaim the land. These complex matters were taken to trials before Administrative Law Judges that lasted between four and eight weeks. He has also represented United States Sugar and American Airlines in complex, multiparty matters involving alleged environmental contamination, the Everglades, and intra-governmental consent decrees, interlocal agreements, and cleanup plans. Mr. Donner has also counseled Hillsborough County and Miami-Dade County in matters concerning administrative rulemaking, public records requests, complex arbitrations concerning intra-governmental agreements, and alleged environmental contamination matters.
